Paul Edward’s Management and Consulting (PEM) was founded in 2016 by D’Jon Paul Scott-Miller and James Edward Butler Jr. After working in the affordable housing industry for over ten years they wanted to lend their expertise and talents to Public Housing Agencies, Property Management Companies, and Private Owners in need of specialized services.

We achieve this by maintaining a business model that focuses on utilizing and optimizing resources, developing a skilled and knowledgeable workforce, embracing technology, and establishing strong relationships throughout the housing industry built on integrity and trust.
Experience in the Housing Industry
PEM’s experience in the housing industry has afforded us the opportunity to work with several housing agencies, in various housing markets within the states of Alabama, California, New York and Utah. We provide services in consulting, program management, staff training and development, property management, remote case management and remote certifications.
Understanding Who We Serve
Our team’s empathy and awareness towards tenants in affordable housing communities, as we have firsthand experience having been participants and/or tenants of affordable housing programs. This experience emphasizes daily the mission and importance of providing affordable housing opportunities. Contracts and profits will never be the main points of motivation for PEM, as we have a great desire to give back and serve in the communities we work in.
