Bio

D’Jon Paul Scott-Miller is the Co-Founder and Co-Chief Executive Officer of Paul Edward’s Management and Consulting LLC. He entered the affordable housing world in 2011 with a background in auditing commercial and worker’s compensation insurance policies which lent well to interpreting and unraveling the many regulations, policies, and calculations across the various housing programs.

D’Jon started as a Housing Choice Voucher (HCV) Eligibility Worker and worked at multiple Public Housing Authorities in the Bay Area, gaining knowledge and expertise in Public Housing (PH) Asset Management, HCV Program Management, and as an Executive Director. Through these roles, D’Jon has successfully managed caseloads, oversaw quality control for over 1,500 PH units, implemented owner partnership programs receiving national recognition, achieved HCV high performance, awarded HCV and PH programs of the year by the Department of Housing and Urban Development (HUD), and successfully converted PH units under HUD’s Streamline Voluntary Conversion.

Focusing on PEM’s mission of providing specialized quality service at its highest level, D’Jon has managed the day-to-day operations of San Francisco’s HCV program since 2022, working hard, hand in hand with staff to increase utilization, participation, and efficiencies for nearly 9,000 families participating in the tenant-based voucher programs.

D’Jon has been a local and regional board member for The National Association of Housing and Redevelopment Officials for over a decade and is excited to continue assisting agencies complete the necessary work of uplifting communities, and providing housing to our families, with love, respect, dignity and care.
