Bio
Sandy Mallory brings more than 30 years of extensive experience in public housing and executive leadership. She served as Executive Director of the Fairmont Housing Authority in Fairmont, North Carolina, from 1993 to 2023. In this role, she oversaw all agency operations, including budgeting, grants administration, contracts, human resources, regulatory compliance, and community engagement.
In 2023, Sandy joined Paul Edward’s Management & Consulting (PEM) as a Housing Administrator, where she oversaw multiple teams across contracts with the Housing Authority of Prince George County and the San Francisco Housing Authority. Her work focused on reexaminations, rent determinations, and the resolution of escalated cases, while consistently maintaining PEM’s quality and compliance standards.
Sandy was promoted to Housing Programs Manager in 2024 and assumed responsibility for the management of PEM’s contract with the Housing Authority of Contra Costa County. In this capacity, she provided direction for the case management of more than 3,800 Housing Choice Voucher households, including annual and interim reexaminations, rent increases, unit transfers, portability functions, and landlord–participant liaison services.
She has transitioned into the role of Operations Manager, where she focuses on improving operational performance, SEMAP review and readiness, staff development, and delivery of high-quality service outcomes for PEM’s clients. Sandy develops training programs and operational reporting for Housing Authority partners and PEM’s executive leadership.
With her extensive leadership background, Sandy is committed to developing and leading strong supervisors and managers responsible for Continued Occupancy, Program Compliance, and Customer Care across multiple contracts. She works closely with Executive Management to establish performance indicators, monitor productivity, and ensure strict adherence to HUD regulations, agency Administrative Plans, and PEM’s internal compliance standards.
